PIDC Training Materials and Papers

This section provides information and materials for training within PIDC. Unlike the public section of the PIDC website that covers training this section contains information that is only available for members or is designed specifically for members.

PIDC Training Curriculum

The PIDC Training Curriculum (Curriculum) has been developed to support Members’ national training capacities in developing and delivering immigration specific training programmes from induction to advanced level. The Curriculum provides a training framework with a set of supporting modules that: 

(a) are specific to the Pacific Island Countries and Territories (PICT) operating environment; 
(b) are aligned with international standards and best practices; and 
(c) can be easily accessed and adapted by all members to guide them in strengthening their national training programmes. The Curriculum focuses on five key areas that cover the work of frontline border officials. These are: 

(i) Basics of Border Control;
(ii) Migration and Border Management
(iii) Traveller Assessment Process;
(iv) Document Inspection and
(v) Role of Information.

PNG Core Competency Modules

Papua New Guinea Immigration and Citizenship Authority (PNGICA) and the International Organization for Migration (IOM) have jointly developed six core competency training modules with funding support provided by the Australian Department for Immigration and Citizenship. The PNGICA modules cover:

(a) Migration policy and legislation;
(b) Decision-making;
(c) Application processing
(d) Time management; 
(e) Caseload management and
(f) Basic record-keeping.

Papua New Guinea has made these modules available to other PIDC members. The participant’s guide is available here for download:

Smuggling of migrants training manual

The United Nations Office on Drugs and Crime (UNODC) has produced a training manual consisting of eight modules to help agencies combat the smuggling of migrants. Some of these modules are available on the UNODC website (www.unodc.org). However, UNODC has given permission for many of the restricted circulation modules to be made available to PIDC members through this Members Area and the Secretariat.
