PIDC prepares a work plan annually based on activities to advance PIDC Outcomes and outputs as agreed to by Members in the Results Management Suite and the Strategic Plan 2022-2025. The activities and national technical assistance projects are prioritized by the Members through regional workshops, training forums, and also direct engagement with the Secretariat. A Training and Needs Analysis carried out by the Secretariat also assist in identifying and prioritizing the activities, and recommendations from the Board. PIDC also collaborate with Australia and New Zealand to avoid duplicating efforts.

Members endorsed at the 2016 Annual Conference in the Marshall Islands the PIDC Financial Regulations which outlines in Regulation 6 the administration and operation of the PIDC Member Contribution Fund.
Members agreed that the member contributions for the respective tier levels of the membership contribution fund will remain the same and be calculated according to the Samoan Tala being the currency of the independent state of Samoa, on the exchange rate prevailing on the 1st business day of the 2016/17 financial year or any new financial year for that matter. The 2016 Conference also agreed that members are to be subsequently invoiced in Samoan Tala.

Regulation 6 – Member Contribution Fund
i. In accordance with Regulation 3 of these Regulations, annual Member Contributions shall be recorded in the PIDC’s financial system as contributions to the Member Contribution Fund.
ii. The minimum amount to be paid by each member in the following year shall be agreed at the Regular Annual Meeting and shall be recorded in the minutes of that meeting. The agreed contributions will be included in the PIDC budget for the following year and be the basis for the PIDC invoicing member countries in June each year so that they can make their payment as early as possible in the new financial year.
iii. The Board may agree to a member country being exempted from paying its contribution if that country is the next host of the Regular Annual Meeting.
iv. While the “Membership Contribution Fund” forms part of the overall budget, its primary purpose is to fund participation in PIDC activities including training capability development and secondment programmes and member travel associated with attendance at Board meetings or to the Regular Annual Meeting.
v. In accordance with the recommendations of the ‘2009 Institutional Review’, Member Contributions are set at the Regular Annual Meeting according to the ability to pay. Member Contributions are established based on the best available GDP figures for each country divided by Immigration staff numbers in each country.
vi. Regardless of the tier into which a Member is positioned, each Member retains an equal vote in respect to PIDC business and decision making.
vii. The table below provides the tier details. Tier contributions and PIDC Members assignment to a tier are confirmed at each Regular Annual Meeting.
